In a major digital transformation for India’s aviation sector, the Directorate General of Civil Aviation (DGCA) has launched Electronic Personnel License (EPL) services for the Airline Transport Pilot Licence (ATPL). This can now be accessed online via the eGCA portal of the regulator, enhancing verification, security, and operational efficiency across carriers and regulators. Introduced on 21 January 2026, at the headquarters of the DGCA in New Delhi, the rollout is the fourth step in a series of Commercial Pilot License (CPL) and Flight Radio Telephone Operator (FRTOL) announcements, which were introduced from February 2025, marking a significant milestone in the civil aviation regulator’s digitization roadmap.
Digital Shift in Pilot Licensing
The recently launched EPL services to the ATPL holders eliminate all physical or booklets-based license documents. The pilots can now display their credentials in real time through the eGCA mobile application of the DGCA to the airline operators, aerodrome authorities, and international control bodies. The digital ATPL also includes ICAO-compliant security aspects, including secure signatures, timestamps, and tamper-proof authentication, to minimize the risk of forgery and to make the licensing system of India in line with the changing global standards.
Operational Benefits for Pilots and Airlines
The shift towards an electronic pilot license will simplify the everyday operations like license checks in the recruitment process, frequent checks, and interstate activities. Airlines that manually check the physical documents at the moment will now be capable of conducting the checks electronically in real time, saving time in turnaround and administrative costs. The EPL framework will also facilitate future integrations between flight operations systems employed by major Indian airlines, as indicated by the official reports of DGCA.

Aviation industry consultant at ICAO, Rohan Mehta, referred to the move by the DGCA as
"A watershed moment in the history of Indian aviation. It is not merely the question of a transition between paper and pixels. It is a radical revision of cross-border and cross-carrier pilot credentials authentication. The live verification feature will lessen the delays at points of reporting crew and enhance compliance confidence by foreign carriers in India."
He provides that even though the change is in line with the digital standards provided by ICAO, further investment in cybersecurity protection and training of users will be essential in achieving the maximum benefits.
Regulatory Environment and Global Adoption
DGCA’s move puts India in the list of first movers in the world, following other nations, such as China, that have publicly announced the widespread implementation of digital licenses. As key line regulators in Europe and North America are still considering the implementation of electronic licensing frameworks, the EPL system's operational maturity is now being tested in a high-traffic market environment in India.
Industry Reception and Follow-up
Several airlines, both full-service and low-cost airlines, have publicly indicated that they are upgrading their internal crew management systems to incorporate eGCA EPL verification. According to the DGCA Annual Report 2024-25, over 500 ATPLs were already processed digitally, indicating strong readiness for full EPL adoption. The move aligns with ICAO Annex 1 amendments, encouraging secure electronic licensing frameworks globally. With airlines integrating EPL verification into crew management systems, the reform is expected to enhance operational efficiency and global regulatory confidence in Indian aviation.
