Nagpur Dr Babasaheb Ambedkar International Airport is set for a major infrastructure transformation after the Union Cabinet approved a revised public private partnership framework aimed at turning the airport into one of central India’s largest aviation and logistics hubs.
The decision clears the path for large scale terminal expansion, upgraded runway infrastructure and enhanced cargo handling facilities under the broader Multi modal International Cargo Hub and Airport at Nagpur (MIHAN) project.
The Cabinet approval allows the extension of the lease period for airport land owned by the Airports Authority of India (AAI) and leased to MIHAN India Limited (MIL) beyond August 6, 2039. The move enables MIL to transfer airport operations to GMR Nagpur International Airport Limited (GNIAL) under a 30 year concession agreement from the commercial operations date.
The development marks a major breakthrough for a project that has faced delays, legal disputes and bidding complications for years.
Government positions Nagpur as strategic aviation hub
According to details released by the Press Information Bureau (PIB), the airport redevelopment forms part of the government’s broader strategy to strengthen logistics, trade and connectivity infrastructure in central India.
The project aims to position Nagpur as a major passenger and cargo gateway due to its central geographic location and growing industrial importance.
Prime Minister Narendra Modi described the project as a major boost for regional infrastructure and economic development.
In a statement posted on X following the Cabinet decision, Modi said the airport upgrade would accelerate Nagpur’s emergence as a crucial aviation and cargo hub while improving connectivity and creating fresh growth opportunities across the region.
The announcement was formally confirmed by Union Information and Broadcasting Minister Ashwini Vaishnaw after the Cabinet meeting chaired by the Prime Minister.
Expansion plans include terminals, runways and cargo facilities
Government officials said the airport will undergo phased modernisation designed to create a “world class aviation facility”.
Planned upgrades include:
- Expansion of passenger terminal infrastructure
- Development of Code E compliant runway systems
- Integrated terminal improvements
- Larger cargo handling facilities
- Modernised passenger processing infrastructure
- Enhanced logistics and cargo movement capacity
According to the PIB release, the airport is ultimately expected to handle up to 30 million passengers annually, significantly increasing its long term operational capacity.
The cargo infrastructure expansion is also expected to strengthen the MIHAN project’s role as a logistics and freight distribution centre for central India.
Officials stated that the airport modernisation programme will improve regional connectivity across Vidarbha while supporting trade, manufacturing and industrial activity.
PPP framework revives long delayed project
The Nagpur Airport redevelopment project has experienced repeated delays since its initial conceptualisation.
In 2009, AAI and Maharashtra Airport Development Company (MADC) formed a joint venture entity, MIHAN India Limited, with a 49:51 ownership structure.
Although airport assets were transferred to MIL in 2009, land demarcation issues delayed execution of the lease agreement and slowed the project’s progress.
In 2026, MIL launched a global bidding process to identify a private operator under the PPP model. GMR Airports emerged as the highest bidder.
According to government details, GMR initially quoted a revenue share of 5.76 per cent, which was later revised upward to 14.49 per cent of gross revenue.
However, the bidding process was cancelled in March 2020, triggering legal proceedings.
The matter eventually reached both the Bombay High Court and the Supreme Court, with the courts ruling in favour of GMR.
Following the Supreme Court’s ruling on September 27, 2024, MIL formally signed the concession agreement with GNIAL on October 8, 2024.
Private investment expected to accelerate airport growth
The revised PPP structure is expected to bring significant private sector investment into airport infrastructure development, operations and passenger services.
While authorities have not yet released detailed architectural plans or timelines for terminal construction, officials indicated the modernisation programme will prioritise operational efficiency, passenger experience and long term scalability.
Industry observers note that Nagpur’s central location gives it strong potential as both a domestic transit point and cargo consolidation hub, particularly as India expands its aviation infrastructure network beyond major metro cities.
The airport’s integration with the larger MIHAN project could also support manufacturing, warehousing and multimodal transport activity across Maharashtra and neighbouring states.
Regional leaders welcome the approval
Maharashtra Chief Minister Devendra Fadnavis welcomed the Cabinet approval and said the decision clears all major obstacles for the airport’s development as a brownfield aviation project.
In a statement on X, Fadnavis said the long awaited project would finally provide Nagpur and the Vidarbha region with access to world class airport infrastructure.
The redevelopment is expected to strengthen Nagpur’s position within India’s rapidly expanding aviation market, particularly as passenger traffic growth increasingly spreads beyond the country’s largest metropolitan hubs.
For the government, the project also aligns with broader efforts to expand regional connectivity, strengthen logistics infrastructure and encourage private investment in aviation development.
