Japan Airlines (JAL) and All Nippon Airways (ANA) will introduce revised fuel surcharge rates for international tickets issued from 1 November to 31 December 2026.
Japan Airlines (JAL) and Japan Transocean Air (JTA) have sought approval from Japan's Ministry of Land, Infrastructure, Transport and Tourism (MLIT) to revise fuel surcharges on international passenger tickets purchased in Japan between 1 November and 31 December 2026, JAL said in a statement.
JAL and JTA determine fuel surcharge levels based on the average price of Singapore kerosene-type jet fuel over a two-month period. From August to September 2026, the average price was USD 159.19 per barrel, equivalent to JPY 25,089 based on an average exchange rate of JPY 157.61 per US dollar during the same period.
Although the revised fuel surcharge would normally fall under Zone T, government subsidies introduced as emergency measures in response to the situation in the Middle East during the August–September assessment period mean that Zone S will apply to tickets issued between 1 November and 31 December 2026.
Under the revised Zone S schedule, fuel surcharges for routes between Japan and Seoul, Busan, Jeju and Far East Russia, as well as Okinawa–Taipei and Okinawa–Kaohsiung, will increase from ¥5,900 to ¥7,100. Charges for other East Asian routes will rise from ¥12,400 to ¥16,000, while services to Guam, Palau, the Philippines, Vietnam, Ulaanbaatar and Russia (*1) will see surcharges increase from ¥17,500 to ¥21,500.
For destinations including Thailand, Malaysia, Singapore, Brunei and Russia (*2), surcharges will rise from ¥26,000 to ¥33,200. Routes linking Japan with Hawaii, Indonesia, India and Sri Lanka will see charges increase from ¥30,900 to ¥38,500. The surcharge for long-haul routes to North America, Europe, the Middle East and Oceania will increase from ¥50,000 to ¥62,000 per person, per sector.

ANA's revised fuel surcharge rates
Under ANA's revised surcharge schedule, fuel surcharges for flights between Japan and Europe, North America (excluding Hawaii), the Middle East and Oceania will also increase to ¥62,000 per passenger, per flight.
For routes connecting Japan with Hawaii, India and Indonesia, the surcharge will be ¥38,500, while services to Thailand, Singapore, Malaysia, Myanmar and Cambodia will carry a surcharge of ¥32,000.
Surcharges for flights to Vietnam, Guam, the Philippines, Palau and Mongolia will be ¥21,500, while those for other East Asian destinations, excluding South Korea, will be ¥15,100. The surcharge for routes between Japan and South Korea, as well as Vladivostok in Russia, will be ¥7,100.
For itineraries originating outside Japan, ANA's fuel surcharges will be 419 US dollars per passenger, per flight for routes to Europe, North America (excluding Hawaii), the Middle East and Oceania. The surcharge will be 271 US dollars for Hawaii, India and Indonesia; 203 US dollars for Thailand, Singapore, Malaysia, Myanmar and Cambodia; and 130 US dollars for Vietnam, Guam, the Philippines, Palau and Mongolia. For other East Asian destinations, excluding South Korea, the surcharge will be 107 US dollars. Routes to South Korea and Vladivostok, Russia, will carry a surcharge of 43 US dollars.
